missing system icon Windows 8,1

Do not show the icon ''change language''.

This is system icon on my OS Windows 8,1.

I can't change language between english and bulgarian.

The place on my icon is empty!

One of my friends give me advise: Push the button left "ALT& SHIFT" and hold on together.

So I change the languadge.

I want the icon to be on my screen conputer!

Can you help me in this case?

P.S.-The icon is swich off.

Options ''swich on'' is forbiten for me!

I don't know what is happened.

Okay, please try following method.

Open Control Panel -> Clock, Language, and Region -> Language -> Advanced settings, click Change language bar hot keys -> Language Bar, select Docked in the taskbar
