1) Have you tried to run regedit from C:\Windows?

2) Have you already used the solution proposed by wise pc 1st aid about that problem?

3) Have you already tried to use gpedit.msc (available only on professional/ultimate/enterprise versions)?

- Windows key + R key opens the run window, type gpedit.msc, press enter

- go to User Configuration --> Administrative Templates --> System, in the right pane select Prevent access to registry editing Tools and set it to Not configured or Disabled.
