win xp dose not shut down

when I wan to shut down my win xp , it dose not shut doen.

please advise me how to solve this problem.

1) Launch sfc /scannow from a command prompt (Windows xp cd could be necessary), it lasts 20-50 minutes, report the final result here.
2) (if previous point didn't help) You can create another Windows user profile and see if that works correctly.
If it works, you can use that one OR you can create another temporary profile to import the old settings to the new profile (then delete the temporary profile, and wait some weeks to delete the old one: you should be certain it does not contain useful files for you).
