xilolee
Are you logged as an administrator (or an user with administrator privileges) when that happens? Have you modified any option through Group policy editor (Gpedit)? There is a setting in SpyBot search and destroy that could cause the appearing of that message... Hence, if you are using SpyBot program, that message could be normal. Some viruses/malwares could cause that setting to appear, so please check Free tools (Anti-malware, anti-spyware, anti-virus) that you could use to inspect your computer. Otherwise (if you aren't using SpyBot S&DE or similar programs) you could try to reset gpedit through an elevated command prompt, with these commands: RD /S /Q c:\Windows\System32\GroupPolicy RD /S /Q c:\Windows\System32\GroupPolicyUsers

xilolee
Yes, I think you should use at least the softwares listed in that topic. They are all free and fairly automatic.
