Please send the complete error (write it), because I can not read it entirely and my russian is quite rusty.

Anyway, I can't find useful informations about it.

Pegatron website seems to not help neither (pegatroncorp.com ?).

It seems a file related to Hotkey - Pegatron's driver for wireless network keys and GPU switch key.

It doesn't seem a malware.

Probably it is not compatible with Windows 8.1, so the following procedure could help to solve the problem:

• Press both Windows key and R key (Windows + R): it opens the run window
• Type/copy: services.msc (press enter)
• Stop and disable Windows Driver Foundation - User-mode Driver Framework
• Restart your machine
