The simpler thing you can do to regain access to your regedit.exe is to rename it. Try to rename regedit.exe in another way (like Alaska.exe) and start it with that name. The second one is to try to use gpedit.msc (Windows key + R key opens the run window, type gpedit.msc, press enter): go to User Configuration --> Administrative Templates --> System, in the right pane select Prevent access to registry editing Tools and set it to Not configured or Disabled. Third: have you already tried the proposed solutions inside wise pc 1st aid (both for regedit and task manager)?
