    When you have access to Windows, disable your internet connection; then:
    1) Open an elevated command prompt and type:

    cleanmgr /sageset:65535 Press enter, tick every option inside cleanmgr advanced menu, click ok, then type this:
    cleanmgr /sagerun:65535Press enter and wait until it finishes. 2) Uninstall the programs that you are not using from control panel
    3) Check the applications that start with Windows (start - run - msconfig - enter - startup tab)
    4) Check the tasks inside taskschd.msc (start - run - taskschd.msc - enter): if there are strange tasks that should not be there, remove them (but check them carefully and search in internet about them, or ask here --- restart your internet connection and, when you have finished, disable it)
    5) Defragment your system hard drive device (it could take hours, you can leave it on during the night)
    6) Restart your internet connection and download/run these programs:
    Full scan with your antivirus
    adwcleaner (click)
    Junkware removal tool (click)
    superantispyware free (click)
    sophos virus removal tool free (click)
    MBAM free (click)
    stinger 32 bit (click) or stinger 64 bit (click)
    (according to your windows BIT version)
    MS Safety Scanner 32 bit (click) or MS Safety Scanner 64 bit (click)
    (according to your windows BIT version)
    7) Launch sfc /scannow from an elevated command prompt

    Download adwcleaner portable (click) and run it.

    Try to disable fast startup: control panel, hardware and sound, power options, change what the power buttons do, change settings that are not currently available, untick turn on fast startup (recommended)
    Later, tick show dekstop icons, restart/reboot your pc and see if it will work...!

    The following should be a registry setting of MS internet explorer 8 ONLY.
    I did not check if it could work for the following versions of MSIE.
    Open regedit navigate to [HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main] inside the panel on the right, search TabProcGrowth set it to 0 if TabProcGrowth does not exist: create a new key DWORD and give it that name--> TabProcGrowth <-- then set it to 0 Looking forward for your kind feedback.

    Non hai detto esplicitamente se hai provato con il firewall disattivato (immagino di sì?).
    Comunque ho trovato un altro sistema (speriamo sia la volta buona):
    1) apri prompt dei comandi con privilegi elevati (avviato da amministratore)
    2) scrivi (copia) nella finestra nera:
    powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml (E premi invio)
    3) Sempre lì, scrivi (copia):
    start "" "ms-windows-store:" (E premi invio)
    4) Risolto? Speriamo!

    2) Download adwcleaner portable (click), superantispyware portable (click) and malwarebytes antimalware (click).
    Scan them with your antivirus.
    Use them.
