Some settings are managed by your system administrator in Internet Properties(internet options)

Are you logged as an administrator (or an user with administrator privileges) when that happens?

Have you modified any option through Group policy editor (Gpedit)?

 

There is a setting in SpyBot search and destroy that could cause the appearing of that message... Hence, if you are using SpyBot program, that message could be normal.

 

Some viruses/malwares could cause that setting to appear, so please check

Free tools (Anti-malware, anti-spyware, anti-virus) that you could use to inspect your computer.

 

Otherwise (if you aren't using SpyBot S&DE or similar programs) you could try to reset gpedit through an elevated command prompt, with these commands:

RD /S /Q c:\Windows\System32\GroupPolicy
RD /S /Q c:\Windows\System32\GroupPolicyUsers

What have you tried?

I don't think you have already used the programs to scan your computer.

i tried this >
RD /S /Q c:\Windows\System32\GroupPolicy
RD /S /Q c:\Windows\System32\GroupPolicyUsers
 
ok, i scan my laptop now...but using Windows Defender...because my internet slow right now
 
maybe i will tried other software later
