Do you try to run Task Manager to end IE process 'iexplorer.exe'?

The reason may: 

1, there is not enough memory to run IE7. Your physical memory is too low. So, IE may has no response.

    wait more times, you could close it.

2, your IE has too much extensions, when you run IE, it will load those extensions.

    disable all useless extensions, reset IE to default settings, may solve this problem.

    1) Start computer, press F8 to run Safe Mode

    2) run IE-->Tools-->Manage Add-ons, disable all useless add-ons

    3) Internet options-->Advanced-->Reset
