Registry Editor disabled and WisePC 1st Aid unable to turn switch?

Registry Editor message indicates Administrator disabled this feature. If so, this was done inadvertently - - my DVD/CD is no longer recognized as a device by the SYSTEM. Have attempted to trouble shoot the latter through the Control Panel - Device Mgr - but without success.

 

Believe Glery Utilities and or CCleaner may have been the Utilities that were instrumental in my problems' creation. Glery automatically defragments H/D at startup. Glery also takes snapshot before and after it searches for malware and thus will not allow MSWindows XP to re-establish a working Configuration Point that was not created with GLERY UTILITIES.
