pop ups keep coming from nowhere when I open new tabs

Pop up screens show up on my PC when I'm trying to go to different pages. THey sometimes open a new tab without my permission saying my PC is running slow or needs a n updated version of some software.

Sounds like you are infected with malware.  You should run adwcleaner (google it).  You can also try the free version of antimalwarebytes to locate and remove malware.
