error 0x10000142 for cmd.exe

Cmd.exe cannot stat and consequently a lot of functions like automatic update are not working

run command prompt as administrator mode and check. 

1. click Start and type CMD in Start Search.

2. right click the command prompt and click Run as administrator and check. if the issue still persists, get the error from the event log. 

3. open Event Viewer by clicking the Start- Control Panel- System and Security-Administrative Tools and then double-clicking Event Viewer. if you`re prompted for an administrator password or confirmation, type the password or provide confirmation. 

i would also suggest that you use Wise Care 365 and run virus scan on your computer.
