cannot scan the drive for errors-upon rebooting

Have had this situation several times and each time in the past I have done a complete recovery.
Upon rebooting the computer restarts as usual. Doesn't take me to the proper screen. Won't run disk scan to alert me to issues on the drive. Won't perform any request where rebooting would take me to the proper screen. sfc /scannow tells me that there are corrupt files, but won't correct them. Chkdsk won't work because it needs to reboot and place me in the proper place.
