I get runtime error

This error does not allow my HP support to open

when I first switch my computer on in the morning i have to wait a reletively long time for my e-mails to upload.

when i select documents in the start menu I have no response, after a cleaning period of my computer

I used Wise care to do a clean -up and I now unable to go into documents from the start menu. Please can you advise me! William

boots up normal, but it starts slowly and builds up to the normal speed

when the computer boots up, the speed is very slow and gradually picks up to normal

computer is very slugish, tried cleaners but it makes little difference
