Because IE is Windows build-in application, some of its files even registry file might have been added to system. But there is a way equal to delete it, turn off it in explorer. Please follow the path of these two screenshot to turn off IE.

Do you mean that you cannot open any specified Windows Application? Because you mentioned 'some windows'. If you mean cannot enter Windows, then tell us what did you do causing that situation.
