When right clicking on a folder, the drop down box doesn't appear

When right clicking on a folder on the desk top or any USB drive, the drop down box with options doesn't appear.

I right click and after about 15 seconds the desktop goes blank or any USB drive I have the f0older on. Then all briefly disappearing folders come slowly back. But the drop down box with options never appears.
