[Unable to open IE10]

All of a sudden, can't open IE. Completely blank window opens!

 

Have noticed that IE appears in "Programs" and "Programs (x86)",

if that's significant.

 

Am unable to uninstall either one; wanted to D/L a new/fresh copy!

 

Running Win7 on laptop.
