Telemetry.dll missing cant start browser

avant browser uses ybrowser too for ie help. get this error when start program but can click thru the box and then opens browser. but get again if another tab opens.

 

had a virus removed. tried reinstall a browser but not a clean install , which I could try. but would like to just put in the dll.
