Windows will restart automatically. Wallpaper will be restored and the notifications gone. Be sure to turn off your Windows Update1I think this method is old?

Yeah, alexbach I would suggest you change the DNS settings and for this follow these simple steps:
1. At first, open command prompt and type ipconfig /flushdns and press enter.
2. Then, you'll get the message that the DNS was flushed now close the program and check for the problem.
