  15. Hi, First click on Start, then Run, type in "services.msc" without the quotes. When the page comes up, on the far right scroll down the list and doubleclick on Security Center. Where it says Startup, set from Disabled to Automatic. Just below that you will see the word "Start". click on that and then click OK. Restart your computer and your Service Center will be active.   19. Hi, 1. Please first uninstall the programs you installed before the issue occured, maybe you can check the installation time and uninstall the latest several programs. Please check if this situation still occures. 2. If the first method does not work, please disable all IE plug-ins and check if this issue still occurs, if not, that is means one of the IE plug-ins has caused this issue. Go here: http://www.stardock....s/iconpackager/ and get the trial version of IconPackager, install it, use it to switch to any icon package, then switch back (if you want to) the standard windows icons.
