Outlook files created with MS Outlook 97-2002 versions are ANSI PST files. MS Outlook 2003 & above versions offer greater storage capacity for Outlook items and folders. As there is no automatic way of converting a Microsoft Outlook 97-2002 ANSI PST to UNICODE PST. The easiest way to convert an ANSI PST file is to create a new data file in the Microsoft Outlook Personal Folders file PST format that supports Unicode and then import items from the old data file to the new Microsoft Outlook Personal Folders file PST.

The older versions of Microsoft Outlook store entire data into ANSI pst file and The Outlook 2007 and later versions store data into Unicode pst format. So if a user has older pst files and wants to upgrade. Then he/she can do by the manual method. Read the complete article which explains the difference between these files and methods to convert.
